The rapid increase in complaints regarding private video surveillance systems has raised significant alarms for the data protection authority in North Rhine-Westphalia. Bettina Gayk, the state's Commissioner for Data Protection and Freedom of Information, has reported a worrying trend, with a 30% rise in the number of citizens reporting issues related to private camera installations over the past year. From approximately 1,200 cases in 2021, the number surged to over 2,000 in 2024.

Gayk attributes this escalation to a heightened sense of security among the public. Many individuals cite fears of burglary, vandalism, or personal safety as primary reasons for setting up surveillance cameras. The increasing sensitivity of individuals regarding privacy and security has led to a reduction in open communication, fostering an environment of distrust and control during conflicts. This is evidenced by the fact that more than half of the complaints--approximately 1,400 cases--stem from issues related to surveillance by neighbors.

Moreover, Gayk highlights that the accessibility and affordability of video surveillance technology have significantly improved over the years, making it easier for individuals to install such systems. However, she notes that many of these installations may violate legal regulations. Surveillance that extends beyond a person's property lines, such as onto neighboring properties, sidewalks, or public streets, is prohibited. Furthermore, individuals who may be recorded must be informed--typically through clear signage in prominent locations. It is generally unacceptable to film neighbors, passersby, children, delivery personnel, and other groups without their consent.
