Since the legalization of cannabis under specific conditions in Germany, there has been a noteworthy decrease in cannabis-related crimes in Berlin. Recent statistics reveal that the number of such offenses has more than halved over the past year.
According to data provided by the Berlin Health Administration in response to an inquiry from a Green Party member, approximately 2,300 cannabis-related crimes were recorded between April 2024 and March 2025. This marks a dramatic drop from around 8,430 offenses during the same period the previous year.
As of April 1, 2024, adults in Germany are allowed to possess up to 25 grams of cannabis in public, store up to 50 grams in their homes, and cultivate up to three cannabis plants for personal use. Many activities that were previously illegal have now become permissible.
The statistics indicate a reduction in the burden on law enforcement and the judicial system due to this partial legalization. The aim of decriminalization is to prevent unnecessary prosecution and stigma toward cannabis users, and the data suggests that this goal has been largely achieved.
In the last twelve months, a significant portion of the reported offenses were attributed to illegal trade, which accounted for 1,175 cases, alongside 550 incidents related to unauthorized distribution of cannabis. Additionally, around 120 administrative violations were noted, which include activities such as smoking near playgrounds or slightly exceeding possession limits outside of one's residence.
April 20 is recognized globally as Cannabis Day, and in Berlin, a demonstration is scheduled to take place at the Brandenburg Gate at 2 PM, with an expected attendance of around 5,000 participants.
