Second Cannabis Cultivation Association Approved in Berlin

Fri 31st Jan, 2025

In a significant development for cannabis enthusiasts in Berlin, a second cultivation association has received official approval to legally grow cannabis. The Landesamt für Gesundheit und Soziales (Lageso) announced on Thursday that the new cultivation group, located in the Treptow-Köpenick district, is now authorized to operate.

This decision marks a notable milestone for cannabis regulation in Germany, as it is the first time that Lageso has granted permission for a cultivation association since it took over the regulatory responsibilities in November 2024. Currently, there are 18 additional applications under review, reflecting growing interest in legal cannabis cultivation.

The Green Leaf Society, the first association to receive permission, began distributing legally grown cannabis to its members in mid-January 2025. This initiative represents a shift in the landscape of cannabis use in the city, as individuals can now partake in community-based cultivation.

Legal cannabis cultivation and consumption became permissible in Germany under specific conditions starting April 1, 2024. The second phase of legalization, which began on July 1, allows non-commercial cultivation associations to form, with membership capped at 500 individuals. This progressive approach aims to create a regulated environment for cannabis use while addressing public health and safety concerns.

Despite these advancements, the introduction of cannabis cultivation associations has not been without its critics. Some local authorities have expressed strong opposition to the initiative, arguing that it could lead to increased drug use and associated social issues. Calls for reflection on the policy have emerged from various community leaders, emphasizing the need for a balanced approach to cannabis regulation.

As Berlin continues to navigate the complexities of cannabis legalization, the establishment of cultivation associations is a notable step toward creating a framework for responsible use. With the approval of the second association, the city is poised to witness the growth of community-driven cannabis cultivation, fostering an environment where members can share resources and knowledge in a legal setting.

Overall, the ongoing developments surrounding cannabis legislation in Berlin reflect broader trends in drug policy reform across Germany and beyond, as governments grapple with the implications of legalization and seek to implement effective regulatory frameworks.
