Audit Office Urges Bundeswehr to Address Digitalization Challenges

The Federal Audit Office has raised concerns about the Bundeswehr's management of its budget, particularly emphasizing the need for responsible allocation of resources from the special fund and the suspension of the debt brake for defense spending. The audit highlighted the necessity for the armed forces to prioritize their core mission while adhering to the obligation of using financial resources effectively and responsibly.

In its report, the President of the Federal Audit Office underscored that the Bundeswehr must not adopt an internal administrative approach where financial considerations are disregarded. The central focus should remain on the Bundeswehr's primary mission of national and alliance defense, particularly in areas such as armament, infrastructure, operations, organization, and personnel management.

Criticism has been directed at the Bundeswehr for engaging in activities that do not align with its fundamental objectives. The Audit Office pointed out that a significant number of personnel are tied up in administrative roles, which detracts from the operational capabilities of the armed forces. The document also noted that the Bundeswehr's administrative structure serves primarily the needs of personnel management and the immediate supply of resources to the forces.

While the discussion surrounding the special fund has primarily revolved around armament and infrastructure, there are critical needs in other domains as well. The Audit Office stated that financial resources alone will not suffice in addressing organizational and personnel challenges. Comprehensive reforms in tasks, structures, and workforce are essential to achieve a fully operational military and an effective administrative framework.

Furthermore, the Audit Office cautioned against expanding the budget plan to include expenditures unrelated to defense capability. For instance, while military transport may utilize an interstate bridge, its primary purpose is not to enhance defense readiness.

Accusations of wasteful spending have also been levied against the Bundeswehr. The findings from the audit reveal that the Ministry of Defense and the Bundeswehr have struggled to utilize their financial resources efficiently and effectively. Examples of mismanagement include failed procurement and digitalization projects, management errors, and avoidable excess expenditures amounting to millions for unused software licenses. The report suggests that an influx of financial resources often correlates with an increased risk of inefficient practices, especially when rapid procurement is prioritized over careful planning.

In a prior critique from December 2024, the Audit Office highlighted the lack of redundancy in a crucial operational data center. In response, the Ministry of Defense announced plans to gradually implement redundancy measures by 2026. The ongoing reminders from the Audit Office appear to be resonating with the authorities.
