Cannabis Regulation Advances with New Federal Drug Commissioner

The ongoing debate regarding the partial legalization of cannabis in Germany continues as the cabinet convenes to introduce initial legislation. Health Minister Nina Warken has set her sights on a range of initiatives, including the establishment of a ban on nitrous oxide. Additionally, the cabinet is working on the staffing of key positions for the new legislative term, appointing Hendrik Streeck (CDU) as the new Federal Drug Commissioner. Katrin Staffler (CSU) will oversee nursing issues, while Stefan Schwartze (SPD) remains the Patients' Commissioner.

Warken emphasized the importance of collaboration in health policy, stating that dialogue with all stakeholders is crucial for effective governance. She expressed her satisfaction that the cabinet endorsed her recommendations for these three appointments.

Streeck, a virologist from Bonn, is stepping into the role previously held by Burkhard Blienert (SPD). His candidacy marked his first foray into the Bundestag, where he secured a direct mandate in the February elections. Streeck gained prominence during the COVID-19 pandemic, establishing himself as a recognized expert and advisor. He is also a member of the current Health Committee.

Warken highlighted Streeck's reputation as a respected scientist and conveyed her hope that his medical expertise will help ground the often emotionally charged debate surrounding drug policies. Streeck aims to approach the issue not with a punitive mindset but rather through education and proactive measures. He stressed the need for enhanced protection for children and adolescents against addiction, digital dangers, and new harmful substances such as synthetic opioids.

The dynamics between Warken and Streeck will be closely observed, considering Streeck's previously critical stance towards government positions during the tenure of his predecessor, Karl Lauterbach. As he assumes his new responsibilities, he will operate under the government's framework, particularly in an area fraught with political tension. The current legislative landscape around drug laws presents a complex challenge, especially with the Union party's intentions to reverse the partial legalization of cannabis that was previously enacted by the coalition government.

In the coalition agreement with the SPD, the government has committed to initiating a comprehensive evaluation of the cannabis legislation this autumn, seeking a data-driven assessment of its impacts.
