UK Introduces Distance-Based Road Charges for Electric Vehicles Starting 2028

The United Kingdom has announced the implementation of a new distance-based road usage fee for electric vehicles (EVs) and plug-in hybrids. Set to begin on April 1, 2028, this policy is designed to ensure that drivers of low-emission vehicles contribute more equitably to the maintenance and development of national road infrastructure. Traditionally, only owners of vehicles with internal combustion engines have paid road taxes through fuel duties, but the growing shift toward electric mobility has prompted a reassessment of tax collection methods.

Under the new scheme, drivers of fully electric vehicles--whether powered by batteries or hydrogen--will be required to pay a charge of 3 pence per mile. Owners of plug-in hybrids, which use a combination of fuel and electricity, will be charged a lower rate of 1.5 pence per mile, reflecting their partial reliance on conventional fuels. These fees will be reviewed annually and are expected to be adjusted according to inflation to maintain their relevance over time.

The collection of the new Electric Vehicle Excise Duty (eVED) will be facilitated through existing vehicle inspection procedures. Drivers will be required to report their odometer readings during their annual vehicle inspection, alongside an estimate of their anticipated mileage for the upcoming year. Payments can be made in advance or through monthly installments, with a final reconciliation at the end of the year based on actual distance traveled. The integration of the eVED with the annual inspection process aims to streamline the system and minimize administrative burden for vehicle owners.

Government forecasts suggest that the introduction of this tax could have a modest impact on the adoption rate of electric vehicles. Between the fiscal years 2025/26 and 2030/31, the number of new electric vehicles entering the market is projected to be approximately 120,000 lower than it would be without the tax. This represents about two percent of the total expected electric vehicle sales during this period. Despite this, the government maintains that the measure is necessary to address the revenue shortfall caused by reduced fuel duty collections as more motorists transition to electric mobility.

The environmental implications of the new fee structure are subject to some uncertainty. One potential consequence is that owners of internal combustion engine vehicles may delay upgrading to newer, cleaner models, potentially resulting in a temporary increase in carbon dioxide emissions. However, the overall effect is expected to be limited, as the market share of electric vehicles continues to grow.

From a fiscal perspective, the Office for Budget Responsibility has estimated that the new tax will generate additional revenue for public finances. In the first year of implementation (2028/29), the government expects to raise approximately £1.1 billion (around EUR1.3 billion) from the measure. By 2030/31, this figure is projected to rise to roughly EUR2.2 billion as the number of affected vehicles increases. At the outset, an estimated 5.6 million vehicles will fall under the scope of the new tax, highlighting the rapid expansion of the electric vehicle fleet in the United Kingdom.

This policy change aligns with broader trends in mobility and taxation across Europe, where governments are exploring new ways to balance environmental objectives with the need for sustainable funding of transportation infrastructure.
