The construction industry in Germany is currently grappling with a significant shortage of skilled labor. Robert Feiger, the head of the Industrial Union for Construction, Agriculture, and Environment (IG BAU), argues that enhancing working conditions could make construction jobs more appealing.
Feiger notes that the productivity levels in construction lag behind other sectors due to the inherent nature of building projects, which are often unique and not mass-produced. He emphasizes the need for advancements in digitalization and better integration among various trades to improve efficiency.
When discussing the issue of absenteeism on construction sites, Feiger points out that while the sickness rate is not excessively high compared to other industries, the physical demands of the job, which often require outdoor work in challenging weather conditions, contribute to the overall health challenges faced by workers.
In response to suggestions for addressing absenteeism through unpaid sick leave, Feiger argues that improving work conditions is essential. He advocates for the adoption of technological aids, such as exoskeletons, to alleviate the physical strain on workers, thereby reducing the risk of injury and promoting longevity in their careers.
To ensure that older workers can continue in their roles, Feiger highlights the importance of reducing physical strain throughout their careers. He also raises concerns about working conditions in extreme heat, suggesting that regulations similar to those for winter work should be implemented during summer months to protect workers from excessive heat exposure.
Feiger supports the idea of implementing a short-time work compensation scheme for those unable to work due to heat, ensuring financial security. He stresses that this requires collaboration among government, employers, and unions to establish appropriate regulations.
Regarding the attractiveness of construction jobs for younger generations, Feiger states that many young people prioritize work-life balance. He believes that increasing the number of vacation days could make construction careers more appealing, especially in the context of an ongoing skilled labor shortage.
Feiger also addresses the persistent issue of unregistered labor in construction, attributing the difficulty in regulation to the mobile nature of the industry. He calls for increased staffing at customs to enhance oversight and combat this problem, noting that the return on investment from addressing unregistered labor is substantial.
Looking ahead, Feiger asserts that the incoming government must prioritize investment in the construction sector, particularly in social housing, to stimulate growth. He cites a drastic decline in the number of social housing units available and advocates for a substantial increase in annual investments to meet housing needs.
Feiger suggests that both federal and state governments should invest around 11 billion euros each year in social housing projects. Additionally, he proposes reassessing building standards to reduce costs without compromising quality, arguing that some current requirements may make projects financially unfeasible.
Lastly, Feiger expresses disappointment at the lack of focus on housing issues during election campaigns, emphasizing that affordable housing is a fundamental need for all citizens. He calls for continued dialogue with all political parties to ensure that housing remains a priority for the new government, which he believes has a significant responsibility to address the housing crisis in Germany.
