Zelensky urges US to enforce limited ceasefire

The parliament of Saxony-Anhalt, Germany, passed a motion on Wednesday calling for an immediate halt to all forms of aid to Ukraine. The resolution, put forth by the Alternative for Germany (AfD) party and the Bürger für Sachsen-Anhalt (BSW), was approved despite the fact that German states have no direct say in foreign policy matters. The parliament's emergency session in Magdeburg saw the motion titled "Peace Talks Instead of Escalation of the War in Ukraine" adopted by a majority vote.
AfD and BSW hold a combined 44 out of 83 seats in the Saxony-Anhalt parliament, which allowed them to push the motion through. The other parties in the parliament, including the Christian Democratic Union (CDU), Social Democratic Party (SPD), the Greens, and The Left, voted against the proposal. During a debate on Wednesday, the different factions expressed their divergent views on the Ukraine conflict, with discussions halted for around an hour due to a lack of consensus on speaking times.
Sven Schulze, the acting Minister-President from the CDU, criticized the motion and referred to it as a political gesture aligned with the upcoming state elections in December. Schulze labeled the initiative a "bridal gift" to BSW, dismissing it as a "show."
AfD co-leader Ulrich Siegmund argued at the session that resources currently supporting Ukraine should instead be redirected within Germany. He also pressed for immediate peace negotiations, expressing concern that time was being lost in reaching a peace agreement. Conversely, Eva von Angern, leader of The Left faction, strongly condemned the AfD’s stance, accusing them of ignoring Russia's role as the aggressor and framing the war from a Russian viewpoint.
BSW's Claudia Wittig spoke to the importance of diplomacy and compromise from all parties involved. She suggested that peace would only be achievable if Russian security concerns were addressed. Wittig also questioned the effectiveness of the sanctions imposed on Russia.
Katja Pähle, head of the SPD's parliamentary group, criticized the AfD for what she saw as a lack of commitment in addressing the war's impact, reminding the assembly that the parliament had frequently discussed the ramifications of the conflict since it began. Green Party MP Olaf Meister also rejected the AfD's motion, accusing them of exploiting the issue for political gain and noting that the state's parliament has limited influence over foreign policy.
The motion calls for the acting state government to utilize all available channels, particularly through an initiative in the Bundesrat, to prevent further escalation in Ukraine and promote peace-building measures. The focus should be on diplomacy, it argues. It also demands the immediate lifting of economic sanctions on Russia and the cessation of financial support to Ukraine beyond humanitarian aid. Additionally, the proposal seeks to halt the shipment of arms to Ukraine.
The debate over the role of state parliaments in foreign policy matters and their ability to influence aid measures remains contentious. Critics of the motion argue it undermines national policy and sends a misleading message to the international community. Supporters claim it reflects regional perspectives on national and international issues.
