However, Ukrainian officials have expressed significant concerns regarding the potential for Moscow to manipulate the electoral process to install a pro-Kremlin government in Ukraine, particularly in regions currently occupied by Russian forces. The Kremlin has often described Ukraine as a failed state, claiming that extremist groups have seized power and that President Volodymyr Zelenskyy lacks a mandate since his term officially expired last year. Ukrainian legal experts refute this claim, asserting that the wartime extension of presidential powers is legally justified. In discussions surrounding a potential resource agreement, Zelenskyy indicated that no significant progress has been made. He highlighted that the conditions for the proposed agreement keep changing, which complicates negotiations. This agreement has been pursued by the United States to ensure that American investors can safeguard their interests in Ukraine following the conclusion of the ongoing conflict.
Recent media reports suggest that the U.S. has requested priority access to future infrastructure projects and newly discovered resource sites in Ukraine. This draft agreement reportedly expands upon previous proposals and does not include security guarantees for Ukraine, potentially allowing the U.S. to exert unprecedented economic influence over the country.
Meanwhile, Putin announced plans to deploy additional troops in the Arctic, where significant oil and gas reserves are believed to be located. He stated that the construction and renovation of military garrisons in the region would be accelerated, expressing concern over NATO's increasing military presence in the area.
Putin maintained that Russia poses no threat to other nations but insisted that it will not tolerate any infringement on its sovereignty and national interests. He reiterated Russia's claims to substantial Arctic territories, asserting that they are an extension of its coastline and indicated a willingness to collaborate with Western companies in resource development.
