Putin Proposes Temporary UN Administration for Ukraine Amid Ongoing Conflict

Russian President Vladimir Putin has put forward a proposal to administer Ukraine through a temporary United Nations governance and to conduct new elections within the country. During a recent interaction with sailors aboard a newly launched nuclear submarine in Murmansk, Putin stated that such a governance model could be discussed in collaboration with the United States, European nations, and other allies.

Putin emphasized that the aim of his proposal is to facilitate democratic elections that would lead to the establishment of a functional government capable of negotiating a peace treaty. He asserted that these elections would result in legitimate documentation recognized globally, providing the foundation for a stable and secure future.

However, Ukrainian officials have expressed significant concerns regarding the potential for Moscow to manipulate the electoral process to install a pro-Kremlin government in Ukraine, particularly in regions currently occupied by Russian forces. The Kremlin has often described Ukraine as a failed state, claiming that extremist groups have seized power and that President Volodymyr Zelenskyy lacks a mandate since his term officially expired last year. Ukrainian legal experts refute this claim, asserting that the wartime extension of presidential powers is legally justified. Furthermore, Zelenskyy continues to be recognized as Ukraine's president by the international community, particularly since fair elections remain impractical due to the ongoing occupation of substantial territories by Russia.

Recently, Moscow and Kyiv had reached a minimal agreement, mediated by the United States, to refrain from attacking each other's energy infrastructure. Nevertheless, Ukraine has reported that Russia violated this agreement by shelling the city of Kherson and damaging energy facilities. Zelenskyy, while attending a conference in Paris with European supporters, called for a stronger response from the United States, emphasizing the need for tangible actions rather than mere words.

In a reciprocal statement, Russia accused Ukraine of not adhering to the agreement. Kremlin spokesperson Dmitry Peskov claimed that Russian military forces are no longer targeting energy installations, while asserting that Ukraine is still conducting attacks. At the time of these accusations, the specific terms of the agreement had not been disclosed.

During the press conference in Paris, Zelenskyy also discussed the proposed ceasefire in the Black Sea. He argued that such a truce would primarily benefit the Russian Navy, which has been suffering losses, asserting that Ukraine has effectively utilized drone technology to push Russian naval forces out of the western Black Sea. He noted that Ukrainian maritime trade has rebounded to pre-war levels, despite Russian attempts to disrupt vital export routes for agricultural goods.

Zelenskyy pointed out that Ukraine has successfully maintained a food security corridor without Russian participation for quite some time. He criticized Russia for altering previously agreed terms and demanding the lifting of sanctions from the United States in exchange for a ceasefire in the Black Sea.

In discussions surrounding a potential resource agreement, Zelenskyy indicated that no significant progress has been made. He highlighted that the conditions for the proposed agreement keep changing, which complicates negotiations. This agreement has been pursued by the United States to ensure that American investors can safeguard their interests in Ukraine following the conclusion of the ongoing conflict.

Recent media reports suggest that the U.S. has requested priority access to future infrastructure projects and newly discovered resource sites in Ukraine. This draft agreement reportedly expands upon previous proposals and does not include security guarantees for Ukraine, potentially allowing the U.S. to exert unprecedented economic influence over the country.

Meanwhile, Putin announced plans to deploy additional troops in the Arctic, where significant oil and gas reserves are believed to be located. He stated that the construction and renovation of military garrisons in the region would be accelerated, expressing concern over NATO's increasing military presence in the area.

Putin maintained that Russia poses no threat to other nations but insisted that it will not tolerate any infringement on its sovereignty and national interests. He reiterated Russia's claims to substantial Arctic territories, asserting that they are an extension of its coastline and indicated a willingness to collaborate with Western companies in resource development.
