Pharmacies in Portugal have introduced a new initiative offering free rapid testing for HIV and hepatitis B and C in select regions of the Lisbon metropolitan area. This program, which is currently being piloted in four districts, aims to address Portugal's relatively high rate of new HIV infections and the prevalence of late diagnoses compared to the European average.
The initiative is a collaborative effort between the Portuguese Association of Pharmacists (ANF), the national patient advocacy organization Plataforma Saúde em Diálogo, and the FOCUS program, which is supported by Gilead Sciences. FOCUS has been active since 2010, working internationally to strengthen local screening for HIV and viral hepatitis in cooperation with community organizations and the healthcare system.
All individuals aged 18 and above are eligible to participate in the program. Participating pharmacies offer complimentary rapid tests, which are accompanied by pre- and post-test counseling provided by trained staff. Those who choose to take the test can do so voluntarily, and all results are handled confidentially. Anonymity is also available for anyone who requests it. Should a test result come back positive, and with the individual's consent, the pharmacy initiates contact with a designated patient navigator from one of the partner organizations. This navigator guides the individual through the subsequent steps in the healthcare system, ensuring timely access to further diagnostic evaluation and initiation of treatment.
The involvement of pharmacies is seen as a strategic approach to improve public health outreach. Pharmacies are viewed as accessible and trusted healthcare providers within communities, which places them in a unique position to reach individuals who might otherwise avoid or delay preventive health screenings due to stigma or lack of access. By integrating these screenings into pharmacies, the program aims to lower barriers and facilitate early detection of infections, thereby improving the chances of successful treatment and reducing the risk of transmission.
The Portuguese Association of Pharmacists has emphasized the role of pharmacies in supporting public health, citing their experience and close relationship with local populations. Initiatives like this one are designed to address obstacles related to the stigma surrounding HIV and hepatitis, while also creating a secure and supportive environment for those undergoing testing.
The pilot campaign will remain limited to the four selected districts around Lisbon as its effectiveness is evaluated. The organizations involved hope to expand the program in the future, depending on the results of the initial phase. The model reflects successful strategies implemented in other countries, including Spain and the United States, where community-based screening programs have helped identify cases earlier and connect more people with necessary care.
Portugal continues to face challenges in the fight against HIV and hepatitis, with a notable proportion of infections being diagnosed at later stages. Early detection is considered critical for improving treatment outcomes and reducing public health risks. Programs that leverage community resources, such as pharmacies, play a vital role in reaching at-risk populations and promoting wider access to essential healthcare services.
