Investigators Uncover Major Black Market Labor Network in Construction Industry

Authorities have revealed a significant underground labor network operating within the construction sector, leading to multiple arrests and extensive investigations across various locations in Germany. Two individuals have been detained as part of the operation, which has been spearheaded by customs officials and the Frankfurt am Main public prosecutor's office.

Search operations were conducted in 23 residential and commercial properties located in Hessen, Ludwigshafen am Rhein, and Berlin, along with two construction sites. The investigations target a total of eleven suspects, who are alleged to have misappropriated several million euros through unlawful activities.

Among the accused are six men and five women, suspected of committing tax fraud and misappropriating social security contributions. Preliminary investigations indicate that some of these individuals operated multiple service companies that issued and sold fraudulent invoices, known as 'Abdeckrechnungen', to construction firms. Additionally, other suspects are believed to have managed a construction company that provided services worth approximately five million euros across the country.

This particular company allegedly disbursed numerous salaries under the table, using the fraudulent invoices as a basis for these payments. Investigators estimate that the total scale of these illicit transactions amounts to around three million euros, with the damage to social security entities alone estimated at approximately 1.4 million euros.

In response to the findings, a significant law enforcement contingent, comprising around 290 personnel, participated in the searches. During these operations, arrest warrants for two men aged 40 and 41 were executed, and numerous employees were interviewed, alongside the collection of substantial evidence.

To secure the assets of the implicated construction companies, the court has already enacted two asset seizures, which were implemented through property confiscations during the operation. The investigations are ongoing as authorities continue to unravel the extent of this black market labor network.
