The coalition's health working group has put forward the idea of a mandatory primary care system, which would allow general practitioners and pediatricians the freedom to choose their patients while introducing exceptions for certain specialties such as ophthalmology and gynecology. Additionally, patients with chronic conditions will have tailored solutions to address their unique healthcare needs. Proponents of this plan believe it could facilitate quicker appointment scheduling and more targeted medical services, with projected savings reaching two billion euros by 2028.
Under this new framework, while patients would still retain the ability to select or change their healthcare providers, there would be restrictions on accessing different tiers of care without appropriate referrals. The President of the Federal Chamber of Physicians has highlighted the importance of this change, noting that patients insisting on treatment outside the designated pathways may have to bear additional costs. The responsibility of collecting these fees would not fall on healthcare providers, as this could burden them with unnecessary administrative tasks.
To manage costs effectively, options under consideration include patient co-payments reconciled with health insurance providers, as well as tiered insurance premiums. This revamped system aims to discourage unnecessary specialist visits while ensuring that patients receive adequate care tailored to their needs.
As the proposal progresses through the legislative process, stakeholders in the healthcare sector are optimistic that this structured approach to patient management can lead to improved health outcomes and greater patient satisfaction. The initiative reflects a growing recognition of the need for a more organized healthcare delivery model that not only addresses the immediate demands of patients but also considers the sustainability of medical resources.
