Ilona W., a Ukrainian-German entrepreneur, has been charged by German federal prosecutors for allegedly operating as an informant for the Russian intelligence services in Berlin. The indictment, which was announced by the Federal Prosecutor's Office, accuses the 57-year-old of having been involved in espionage over several years.
According to the prosecutor's statement, the charges were filed on September 7 before the State Security Senate of the Berlin Superior Court. Ilona W. is accused of having maintained contact with a full-time intelligence operative linked to the Russian embassy in Berlin. The authorities assert that she provided this contact with sensitive information from high-level political events in the German capital.
Ilona W.'s activities reportedly included sharing details of elite conferences and enabling false identity access for her contact, purportedly a Russian military intelligence officer disguised as a vice attaché. These actions allegedly facilitated the officer's goal to build an independent network for intelligence gathering.
The alleged espionage was said to have taken place at least since October 2023. The German Federal Criminal Police apprehended Ilona W. on January 21, 2026, and she remains in custody pending further legal proceedings. Authorities claim that her business operations in Berlin, particularly a marketing agency and her role as the head of a lobbying organization, positioned her within influential circles of politicians, diplomats, and military officials.
Media reports, such as those from Spiegel and Bild, have illustrated Ilona W.'s established connections. For instance, during the German-Ukrainian Economic Forum in December 2025, she reportedly had a significant proximity to key figures, including German Chancellor Friedrich Merz and Ukrainian President Volodymyr Zelenskyy. A photograph from the event depicts her distinct appearance with a striking red haircut and a bright green blazer in close quarters with these dignitaries. According to Bild, German counterintelligence had been monitoring her activities by this time.
The Federal Prosecutor's Office emphasizes that the charges hinge on the claim that Ilona W. acted as an agent of a foreign intelligence service, a serious offense under German law. Legal proceedings are ongoing, and if found guilty, she could face severe penalties.
Her case sheds light on concerns regarding espionage involving foreign operatives using intricate personal and professional networks to obtain sensitive information. The German government has not publicly responded to the specifics of the case, but it underscores the ongoing challenges nations face with espionage and foreign intelligence threats.
