The upcoming Deutscher Apothekertag (DAT) in Düsseldorf is set to feature a highly anticipated presentation by Federal Health Minister Nina Warken of the CDU, who will outline the key elements of her proposed pharmacy reform. While specific details are not being disclosed prior to the event, both Warken and her Parliamentary State Secretary Georg Kippels have emphasized their commitment to the coalition agreement, which includes concrete measures aimed at enhancing pharmacy operations.
Among the provisions outlined in the coalition agreement are plans for an increase in the fixed remuneration for pharmacies and the introduction of new responsibilities for these establishments. There are indications that the reform may incorporate suggestions from the ABDA's future paper, which has been a topic of interest within the pharmacy community. Additionally, the Federal Ministry of Health (BMG) intends to address regulations concerning mail-order pharmacies, reimbursement disputes, and discount regulations.
Although some measures, particularly those providing financial support to pharmacies, could be implemented swiftly, the minister faces challenges regarding the proposed increase in pharmacy fees, particularly due to pressure from health insurance companies. Recent discussions within the governing factions have suggested that the process of adjusting these fees may experience delays.
At DAT, pharmacists will have the opportunity to engage directly with Minister Warken regarding her plans. Unlike her predecessor, Karl Lauterbach of the SPD, Warken will attend the event in person. The presentation will be broadcast live by the Pharmaceutical Newspaper (PZ). Following DAT, it is expected that the draft legislation will be submitted to the cabinet soon, as reports indicate that the outline is largely complete.
