Government Plans Significant Reduction in Electricity Prices

The German government is set to unveil a comprehensive plan aimed at reducing electricity prices for consumers. This initiative, announced by the government led by Chancellor Friedrich Merz, is expected to significantly alleviate financial burdens on households and businesses alike.

According to Gitta Connemann, the Parliamentary State Secretary in the Federal Ministry of Economics, a detailed program will be presented by July 11, 2025. The initiative seeks to lower energy costs by reducing electricity taxes to the minimum allowed under European regulations, as well as decreasing network charges and other fees.

The current electricity tax in Germany stands at 2.05 cents per kilowatt-hour, considerably higher than the European minimum of 0.05 cents. Additionally, consumers are subject to additional levies such as the offshore network surcharge and the combined heat and power (CHP) surcharge, which contribute approximately 2.5 cents per kilowatt-hour to their bills. In contrast, industrial consumers benefit from lower taxes and reduced charges.

Analysis from the Institute of the German Economy (IW) indicates that these proposed changes could lead to a reduction of about five cents per kilowatt-hour in electricity prices. For a typical family of four in a single-family home consuming 4,000 kilowatt-hours annually, this could translate to savings of nearly EUR220 each year.

In a preliminary assessment, energy comparison platform Verivox estimated that a reduction in the electricity tax alone could save such a family around EUR93 annually. Furthermore, the coalition agreement proposes a halving of network charges, which could potentially reduce household costs by an additional EUR52, resulting in total savings of EUR145 per year.

However, the financial implications of this price reduction are significant. The IW projects that the annual cost to the state could reach EUR21.6 billion. While the proposed measures aim to provide immediate relief for consumers, experts caution that this approach merely shifts costs from individuals to the national budget.

Long-term solutions are needed to ensure sustainable electricity pricing, necessitating an overhaul and expansion of the electricity grid. This would involve a demand-oriented expansion of renewable energy sources, enhanced grid infrastructure, energy storage solutions, and responsive power generation facilities, alongside appropriate regional pricing signals to encourage efficient energy use.

Amid rising energy costs, a recent survey by Verivox revealed that 88% of Germans feel burdened by energy prices, which have increased by approximately 38% over the past four years--nearly double the overall inflation rate. Concerns about future price hikes are prevalent, particularly among those reliant on fossil fuels for heating.

Experts warn that escalating CO2 prices pose additional financial challenges. Predictions indicate that households with gas heating may incur up to EUR280 in additional costs next year, while those using heating oil could see increases exceeding EUR400. By 2027, a market-driven pricing mechanism is expected to be implemented, creating further uncertainty. A report from the Clean-Tech company Purpose Green forecasts that if the CO2 price reaches EUR100 per ton, annual expenses could rise by over EUR1,000.
