The German government has reaffirmed its commitment to maintaining sanctions against Russia despite a recent agreement between U.S. President Donald Trump and Russian President Vladimir Putin to facilitate diesel exports. This development follows Trump's temporary lifting of U.S. sanctions on Russian diesel to address high domestic fuel prices, a decision drawing criticism both internationally and from within the United States.
Chancellor Friedrich Merz's spokesperson stated Germany's unwavering support for Ukraine in its defensive efforts, promising continued adherence to the sanctions against Russia. "The government's stance remains firm," he said, confirming that Germany, alongside European partners, is considering further sanctions.
Echoing these sentiments, EU foreign policy chief Kaja Kallas highlighted that easing diesel sanctions gives Russia additional financial resources to fund its ongoing conflict with Ukraine. Germany’s Economics Ministry also confirmed its dedication to the sanctions strategy. Minister Katherina Reiche's spokesperson asserted that Germany has not received Russian oil since the EU sanctions began in 2023, maintaining energy independence from Russian sources.
U.S. President Trump announced the agreement for over 300,000 tons of diesel to be supplied "immediately" to the U.S. and global markets. Facing high fuel prices ahead of November's midterm elections, the Trump administration secured a temporary license allowing the import, unloading, and sale of Russian diesel until April 7, 2027.
The deal has sparked significant backlash globally. Ukrainian President Volodymyr Zelenskyy condemned the agreement, prompting Trump to call for a change in Ukraine’s leadership. These remarks met with sharp criticism from various German politicians. The CDU’s deputy chairperson Karin Prien labeled Trump's manoeuvring as a "moral bankruptcy".
Franziska Brantner of Germany’s Green Party accused Trump of having no clear strategy, criticizing his decision to strike a deal with Putin after escalating tensions that have driven global energy prices higher. Within the United States, reactions were similarly negative. Representative Gregory Meeks, a senior Democrat on the House Foreign Affairs Committee, denounced Trump's policy reversal, emphasizing the contradiction with recent legislation imposing sanctions on Russian energy buyers to curb Russian aggression funded through oil revenue.
Despite the controversy, some experts downplay the significance of the diesel deal. Samina Sultan, an economist at the Cologne Institute for Economic Research, stated that the transaction's impact on the global market price would be negligible. She pointed out that the amount of diesel covered by the agreement is equivalent to only a few hours of U.S. consumption according to data from the U.S. Energy Information Administration.
As tensions persist between Western allies and Russia, European leaders continue to stress the importance of strong, unified action to pressure Russia into negotiations. German Foreign Minister Johann Wadephul stated that Europe must present a clear and consistent front alongside Ukraine. He reiterated Germany's stance, emphasizing the need for increased international pressure on Putin to instigate peace talks.
