German Chancellor Friedrich Merz has acknowledged delays in the country's pension policy during his appearance at the Employers' Day event in Berlin. He stated that the introduction of a capital-based pension system is arriving 30 years later than necessary. As the chairman of the Christian Democratic Union (CDU), Merz expressed his commitment to significant reforms in the pension system.
Merz highlighted that the legislative implementation of a capital-based pension scheme would lead to increased pension benefits and reduced contribution rates. However, he cautioned that temporary increases in pension insurance contributions might be necessary to build the capital foundation required for this change. With the proposed reform package, Merz aims for long-term stabilization of contribution rates, emphasizing fairness and effectiveness in the overhaul of social security systems.
During the gathering, BDA (Federal Association of German Employers) President Rainer Dulger delivered a pointedly friendly address, praising Merz as a driving force for reforms in the current government supported by CDU, CSU, and SPD coalitions. However, Dulger also called for improvements to the regulatory environment for businesses.
"A government must deliver results," Dulger urged, appealing to all coalition leaders to show leadership and take responsibility. In expressing his concerns, Dulger noted the decreasing competitiveness of Germany as a business location, urging the government to effectively address the challenges faced by the country.
The coalition government initially reached an agreement on a reform package in July, though some aspects remain contentious. Discussions with the Social Democratic Party of Germany (SPD) continue, particularly regarding the proposed abolition of penalty-free early retirement after 45 years of contributions. Measures aimed at labor market flexibility are also points of contention. Economic associations have voiced impatience regarding the pace of reform implementation.
Dulger remarked that demographic challenges cannot be negotiated away and stressed the multifaceted nature of fairness. He highlighted the need to support those who contribute to and sustain the social security system. According to Dulger, genuine social justice requires both securing benefits and strengthening contributors, those who work and pay into the system.
Reflecting on the unique nature of the current government initiative, Merz mentioned that never before have all social insurance systems been reformed simultaneously. He acknowledged the demands placed on the population by these reforms, promising equal and fair outcomes.
