The market for unreliable MPU (Medical-Psychological Assessment) consulting services is expanding online, preying on drivers in precarious situations. However, the lack of regulation in this field allows anyone to claim the title of an MPU consultant, leading some to suggest illegal methods.

According to traffic experts, the MPU system urgently needs reform due to the rising number of questionable service providers exploiting desperate drivers. Many individuals who lose their driving privileges due to alcohol or drug-related offenses invest substantial amounts of money in MPU preparation, often without succeeding in the actual assessment. Some individuals memorize answers using tailored templates during their 'preparation.'

The surge in MPU preparation services is linked to the high failure rates among applicants. Approximately 40% of those who attempt the MPU do not pass, necessitating additional attempts. The cost of undergoing the MPU itself can range from EUR600 to EUR900, depending on the circumstances and assessment center.

For years, an unregulated market for MPU preparation has emerged on the internet, where the term is not legally protected. Consequently, not only certified traffic psychologists and associated organizations like TÜV and DEKRA are allowed to provide such support, but virtually anyone can establish themselves as a consultant with a self-made offering.

In 2023, Germany recorded a total of 82,261 MPUs, which marked a decrease of about 6% compared to the previous year. The majority of these assessments, approximately 38%, were related to alcohol issues, reflecting a slight rise from the previous year. Doping and medication-related assessments followed closely behind at 33%, but this figure represented a 14% decrease from the prior year. The MPU consists of three components: a medical examination, a performance test on a computer, and primarily a psychological interview. A quick online search using the term 'MPU preparation' often leads to websites promoting slogans such as 'MPU without abstinence' or incredibly unrealistic timelines for regaining driving privileges. One such provider, Sedura-MPU, stands out for its aggressive marketing tactics. It boasts success stories of clients who reportedly passed the MPU with high scores while also posting seemingly genuine media coverage that actually consists of press releases distributed through press portals.

The issue of dubious providers has escalated to the extent that it was a focal point at this year's Traffic Court Day in Goslar, where current topics in traffic policy and safety were discussed. Experts lamented the flourishing market for unscrupulous and sometimes criminal MPU preparers, making it increasingly difficult for those in need of assistance to differentiate between credible and fraudulent offerings.

Moreover, individuals who manage to obtain a positive MPU result through unverified certificates or rehearsed lies pose a significant risk to road safety. Experts have expressed concerns about the potential dangers posed by drivers who have not genuinely addressed the reasons for their license revocation, such as alcohol or drug use. A real change in behavior and stable attitudes are crucial, rather than simply providing superficial narratives to the assessor during the MPU.

In light of these challenges, it has been suggested that driver licensing authorities should promptly inform affected individuals about the necessary waiting periods and requirements, such as abstinence and MPU, at the time of the license revocation. This information is often delayed for several months. Additionally, the formation of a positive list of reputable providers based on quality criteria has been proposed to assist those in need.
