France has conducted a successful test of its modernized intercontinental ballistic missile, the M51.3, launched from the nuclear submarine Le Vigilant off the coast of Brittany. This marks the first instance of testing the upgraded missile, with the objective of ensuring the operational capability of the submarine following extensive maintenance, as stated by the French Ministry of Defense. The missile was tested without a nuclear warhead, in accordance with international commitments.
French President Emmanuel Macron was present to witness the missile test and described it as a clear signal. "Today we are stronger," Macron stated in a video released on the social media platform X, highlighting his observation of the launch. He suggested that the message was intended for strategic audiences, likely implying Russia.
Recent developments have seen escalating tensions between France, NATO, and Russia, notably after Russian President Vladimir Putin threatened potential nuclear defense of the Kaliningrad exclave. NATO, however, has maintained that its actions do not pose a threat to Russia.
President Macron also affirmed on the platform X, "To be free, one must be feared. And to be feared, one must be powerful." He emphasized the role of France's nuclear deterrent, asserting, "Our nuclear deterrence protects us and will continue to protect us." Macron has consistently warned against perceived Russian aggressions, asserting in September that such threats would be met with appropriate responses. Earlier in March, Macron had announced plans to boost France’s nuclear arsenal and offered closer nuclear deterrence cooperation with European allies.
France possesses approximately 290 nuclear warheads, making it the fourth largest nuclear arsenal globally, following the United States and Russia, each holding over 5,000 warheads.
The geopolitical climate has been fraught, especially with Russia's ongoing military actions in Ukraine, where progress has stalled. The Kremlin's activities have increasingly concerned European countries, prompting strategic military maneuvers and statements from leaders like Macron.
