EU Nations Reach Agreement on New Sanctions Against Russia Amid Ongoing Ukraine Conflict

Wed 19th Feb, 2025

In light of the persistent aggression against Ukraine, European Union member states have agreed to implement a new sanctions package targeting Russia. This initiative includes a ban on the import of primary aluminum from Russia and adds 73 vessels associated with Russia's shadow fleet to the sanctions list.

The sanctions are set to take effect on the upcoming Monday, coinciding with the third anniversary of Russia's invasion of Ukraine, as announced by the Polish presidency of the EU Council following discussions in Brussels.

Furthermore, EU Council President António Costa is contemplating the possibility of convening a special summit for EU leaders. This consideration arises from significant shifts in U.S. policy regarding Ukraine, prompting Costa to seek clarity on the extent of support EU nations are willing to provide to Ukraine and what security guarantees they can offer. A meeting would only be organized if a solid foundation for productive discussions is established.

Amid these developments, U.S. Special Envoy for Ukraine and Russia, Keith Kellogg, has expressed understanding of Ukraine's demand for security assurances. During his visit to Kyiv, Kellogg acknowledged the importance of these guarantees for Ukraine's sovereignty and indicated that he was there to listen to the Ukrainian leadership. His findings will be reported back to U.S. President Donald Trump.

Meanwhile, the EU's foreign policy chief, Kaja Kallas, has proposed a substantial military assistance initiative for Ukraine. As per the plan, EU member states are expected to provide Ukraine with 1.5 million rounds of large-caliber artillery ammunition, additional air defense systems, rockets, drones, and support for the training and equipping of military brigades throughout the year.

Additionally, a U.S. proposal regarding an agreement for the extraction of minerals, including rare earth elements, is reportedly still in need of revisions. President Volodymyr Zelenskyy of Ukraine has indicated that the current draft lacks necessary security guarantees and has expressed a willingness to engage in future negotiations.

In a separate context, the possibility of a meeting between U.S. President Donald Trump and Russian President Vladimir Putin remains open for February, contingent upon adequate preparations. Kremlin spokesperson Dmitry Peskov highlighted the need for renewed dialogue between the two superpowers to address the ongoing conflict in Ukraine.

On the military front, the Ukrainian military reported that Russia launched an attack involving 167 drones and two missiles overnight, with 106 drones intercepted. Ukrainian forces continue to target Russian energy infrastructure, reportedly striking an oil refinery in the Samara region.

As tensions escalate, the urgency for coordinated international responses to the ongoing crisis in Ukraine becomes increasingly apparent. The EU's commitment to supporting Ukraine amidst shifting geopolitical landscapes is crucial in the face of ongoing hostilities.
