Ukrainian Diplomat Calls for Stronger Security Commitments Beyond NATO-Style Guarantees

The German rail operator Deutsche Bahn has announced plans to allocate over 23 billion euros in 2026 towards the modernization and improvement of the national rail network, surpassing any previous annual investment. A substantial portion of these funds is designated for the renovation and maintenance of the existing rail infrastructure. Additional resources are being directed towards digitalization, new construction projects, expansions, and upgrades of stations and other critical components.
In the previous year, the company invested approximately 19 billion euros in the aging and heavily utilized rail system. This enabled the renewal of thousands of switches, the replacement of hundreds of kilometers of overhead electrical lines, and the modernization of nearly 2,300 kilometers of track. Furthermore, 60 new signal control centers were commissioned, although some high-profile projects, such as the modernization of the Cologne Central Station's control system, faced delays due to technical issues.
Significant construction projects completed or underway include the comprehensive refurbishment of the route between Hamburg and Berlin, enhancing connections to the Berlin-Brandenburg Airport, and the reconstruction of the Ahr Valley railway line in Rhineland-Palatinate, which was severely damaged by flooding in 2021. The company also reported that approximately 950 out of its 5,700 railway stations were modernized last year, with an anticipated increase in construction sites from 26,000 to an estimated 28,000 in the coming year.
Despite these major investments, travelers continue to experience frequent delays and disruptions. The condition of the rail network remains a challenge, as many components, such as older relay-based signal boxes, have exceeded their intended operational lifespans--some being in service for as long as 70 years, well beyond the typical 40-year design period. These aging elements, combined with increasing traffic volumes, contribute to ongoing reliability issues.
To address these challenges, Deutsche Bahn and the federal government are focusing on comprehensive rehabilitation programs for the most heavily trafficked routes, with the goal of completing significant upgrades by the mid-2030s. The first such major rehabilitation project was the Riedbahn corridor between Frankfurt and Mannheim, which has already shown a notable reduction in disruptions since its reopening. However, company targets for reliability improvements have not yet been fully realized, and further progress is expected as additional upgrades are implemented.
Another key aspect of Deutsche Bahn's modernization strategy is the digitalization of rail infrastructure, particularly through the adoption of the European Train Control System (ETCS). While this advanced signaling technology has been introduced on select sections, such as the southern segment of the Riedbahn, broader implementation is hampered by the need for compatible onboard equipment in trains and continued infrastructure upgrades. As of 2025, digital signaling covered 683 kilometers of track, with 157 kilometers newly equipped in the last year.
Deutsche Bahn regularly assesses the condition of its infrastructure through annual reports, providing transparency on progress and ongoing challenges. The next comprehensive status update is scheduled for release in April 2026. The company remains committed to sustaining high levels of investment in the coming years to gradually improve network reliability, passenger experience, and overall system performance.
