Concerns Raised Over Composition of Health Finance Commission

The newly formed Health Finance Commission is set to commence its work today at the Federal Ministry of Health, tasked with addressing the financial stability of health insurance funds. The commission, introduced by Federal Health Minister Nina Warken earlier this month, comprises ten experts from diverse fields including economics, medicine, social law, ethics, and prevention. Given the pressing financial challenges faced by health funds, the commission has been given a shortened deadline to present initial findings by early 2026.

While the selection of members includes prominent professors from various universities and clinics, the exclusion of practicing physicians has sparked significant criticism. The Baden-Württemberg medical association, Medi, has voiced concerns that this composition is unacceptable as it excludes essential voices from the primary care sector.

According to Medi's chairman, Norbert Smetak, decisions impacting key financial policies of statutory health insurance--such as budgeting, bureaucratic processes, and the increasing uncertainty in patient care--are being made without input from the majority of healthcare providers, who deliver around 90 percent of medical services. Smetak emphasized that practitioners are intimately aware of the system's weaknesses and opportunities, arguing that their absence from the commission will hinder the development of effective and realistic solutions.

In light of these concerns, Smetak has urged physicians to take action by sending letters to Minister Warken, advocating for greater involvement of the independent medical sector in the commission's discussions. He stressed that structural health policy decisions should not be made without the participation of those working directly with patients.

The formation of this commission comes at a time when the financial pressures on health insurance funds are mounting, prompting calls for urgent reforms. The government's commitment to swift action indicates an awareness of the challenges that lie ahead. Stakeholders in the healthcare sector are keenly watching the developments as the commission begins its vital work.
