Concerns Rise Over Chinese Investment in German Gas Infrastructure

In a significant development, the German Federal Ministry of Economic Affairs has raised alarms regarding potential Chinese interference in the country's gas market. The concern stems from a proposed acquisition by the Italian gas operator Snam S.p.A., which aims to purchase a 24.99% stake in Open Grid Europa (OGE) for approximately 920 million euros. This deal could grant the Chinese state indirect access to the critical German gas infrastructure.

The situation has prompted an investment review process by the ministry, as officials fear that the transaction could threaten public order or security. Snam is reportedly linked to the State Grid Corporation of China (SGCC), one of the world's largest energy suppliers, which holds significant minority stakes in Snam through various holding companies.

OGE plays a vital role in Germany's energy landscape, transporting about two-thirds of the gas required in the domestic market via its extensive network of 12,000 kilometers. The company connects to nine European neighboring countries and is crucial for the nation's energy security, especially amid ongoing efforts to diversify gas supply sources.

The European energy sector has seen increased scrutiny of foreign investments, particularly from China. Analysts express concern that such investments could lead to a new dependency similar to that experienced with Russian gas supplies. The Global Interconnection Initiative (GII), introduced by Chinese President Xi Jinping in 2015, aims to create a modern interconnected energy system that could inadvertently increase reliance on Chinese energy resources.

Chinese companies have been known to acquire minority stakes in key energy firms before gradually increasing their influence to majority control. This strategy raises alarms about potential price manipulation and market monopolization, as there are fears that China could leverage its investments to flood the European market with cheaply produced energy.

As the German government navigates this complex situation, it joins other European nations in reevaluating their energy strategies in light of rising Chinese investments in critical infrastructure.
