Challenges Emerge in Electronic Health Record Implementation

The introduction of the electronic patient record (EPA) is facing significant challenges as it undergoes testing in designated model regions. The KassenƤrztliche Bundesvereinigung (KBV) has raised concerns about the feasibility of a nationwide rollout planned for April, citing insufficient testing and existing technical issues.

In a recent video statement, a representative from the KBV expressed the difficulties encountered during the pilot phase of the EPA. Approximately 250 medical practices are participating in the testing, but only 25% have an operational EPA module, while another quarter has not yet received any module. These delays, attributed to technical problems with the record manufacturers, pose a risk of repeating the complications seen with the rollout of electronic prescriptions last year.

The complexity of integrating the EPA into everyday medical practice has led to a cautious approach. The KBV stresses that more time is needed to assess the functionality and reliability of the EPA within clinical settings. The organization emphasizes the necessity for robust and secure digital health records before a full-scale implementation can take place.

Security concerns also loom large, particularly following an incident where IT specialists managed to breach the EPA system with relative ease. Although government officials have assured the public of the EPA's safety, the KBV remains skeptical, cautioning that the existing vulnerabilities may not be adequately addressed by the planned launch date. The Bundesdatenschutzbeauftragte (Federal Data Protection Commissioner) has indicated that resolving these security gaps could prove challenging.

The KBV has highlighted the importance of collaboration between Gematik, the organization responsible for the EPA, and the Federal Office for Information Security (BSI) to ensure that rigorous security standards are met. Data protection and security are crucial for the acceptance and trust in the EPA among healthcare professionals.
