Bundesrat Approves Health Care Strengthening Act

The Bundesrat has officially approved the Health Care Strengthening Act (GVSG), which aims to enhance the provision of primary medical care across Germany. This legislation marks a significant shift as it eliminates budget caps on general practitioners, thereby providing more flexibility in patient care.

One of the key features of the GVSG is the introduction of annual flat-rate payments for GPs, which will allow practices to offer comprehensive care to chronically ill patients without the need for frequent visits. Previously, patients were required to attend appointments every quarter, a practice that has been criticized for being cumbersome and inefficient.

Federal Health Minister Karl Lauterbach commented on the potential positive impact of the bill, stating that with the new regulations, patients will find it easier to secure appointments with their GPs. This change is particularly beneficial for those with statutory health insurance, as it aims to streamline access to primary care services and reduce bureaucratic hurdles.

Despite the general approval of the GVSG, the Bundesrat has expressed concerns regarding certain aspects of the legislation. While it applauds the removal of budget restrictions for family doctors, it argues that the new regulations might compromise existing healthcare support systems. The Bundesrat's resolution calls for the government to address these issues to ensure that financial support for established healthcare measures is not adversely affected.

Additionally, the GVSG introduces modifications that will benefit pharmacies, extending the reimbursement period for specific wound care products. This change comes in response to confusion caused by the expiration of a previous transitional regulation, which had left pharmacies uncertain about the reimbursement status of various wound treatment items.

The legislation is set to come into effect the day after its formal announcement, with the aim of enhancing the overall efficiency of outpatient care in the country.
