Court in Berlin Bans Man from Keeping Dogs After Puppies Rescued from Cellar

Authorities in Berlin have prohibited a local man from keeping dogs after law enforcement discovered 14 canines, including twelve puppies and their mothers, living in substandard conditions in a cellar. The administrative court in Berlin upheld a decision by the Treptow-Köpenick district to impose the ban, following the removal of the dogs from the man's care earlier this year.

During a police-led operation in January, officers entered a basement compartment of a multi-unit residential building in the city. There, they found twelve French Bulldog puppies and two adult females in a dark and unsanitary environment. Some of the puppies, which were less than eight weeks old, had been separated from their mother. One of the animals had already been handed over to a prospective buyer.

In response to the poor living conditions, authorities immediately confiscated the remaining dogs. The district office of Treptow-Köpenick subsequently issued a formal ban on the man, preventing him from possessing or caring for animals in the future. The district also initiated the sale of the rescued dogs to ensure their welfare and proper care.

The incident has raised concerns regarding animal welfare and compliance with Germany's animal protection laws. Officials confirmed that investigations were launched due to violations of the Animal Welfare Act, which stipulates specific requirements for the housing and treatment of animals to prevent neglect and suffering.

The dog owner challenged the district's decision in court, seeking to overturn the ban. However, the Berlin administrative court rejected his appeal in an expedited procedure, citing the necessity to protect the animals' wellbeing given the evidence of inadequate care and unsuitable conditions. The court found that the separation of puppies from their mothers at such a young age and the overall circumstances in the cellar posed significant risks to their health and development.

Despite this legal setback, the man has not accepted the ruling and has filed a complaint with the Higher Administrative Court of Berlin-Brandenburg. The case is expected to proceed to the next judicial level, where further examination of the facts and legal arguments will take place.
