An Azerbaijani court has sentenced a French citizen to ten years in prison after finding him guilty of espionage activities related to Azerbaijan's defense partnerships. The French national was accused of gathering confidential information regarding Baku's military cooperation with Turkey and Pakistan, as well as maintaining connections with individuals associated with France's intelligence services operating through the French embassy in Azerbaijan's capital.
According to the authorities, the individual allegedly recruited a local Azerbaijani citizen, who was separately sentenced to twelve years for treason. Officials claim the French citizen organized meetings between the Azerbaijani national and French intelligence agents, facilitating the exchange of sensitive information. During the legal proceedings, the French citizen acknowledged some of the accusations, specifically his interactions with embassy staff, but denied knowingly engaging in espionage. He argued that while he had established connections with diplomatic personnel, he did not intentionally participate in intelligence-gathering operations.
The sentencing comes during a period of improved relations between Azerbaijan and France, following a previous phase of diplomatic friction. These tensions were heightened during and after the 2020 conflict involving Azerbaijan, Armenia, and ethnic Armenian forces in the Nagorno-Karabakh region. France was notably critical of Azerbaijan's conduct during the conflict and adopted a position perceived as supportive of Armenia, reflecting its longstanding ties to the Armenian diaspora and its interest in counterbalancing Turkish and Russian influence in the South Caucasus.
Organizations such as Amnesty International have reported allegations of war crimes committed by both Azerbaijan and Armenia during the hostilities. The regional dynamics are further complicated by Azerbaijan's close partnership with Russia, particularly in the context of Russia's ongoing conflict in Ukraine, and France's support for Ukraine. Meanwhile, Armenia's traditional alliance with Russia has faced challenges in recent years due to shifting geopolitical interests.
In September 2023, Azerbaijan launched a rapid military operation that resulted in regaining full control over Nagorno-Karabakh, a territory internationally recognized as part of Azerbaijan but previously governed by ethnic Armenian authorities since the early 1990s. This military action led to the mass departure of nearly all ethnic Armenians from the region, bringing the decades-long dispute to a new phase.
The French citizen convicted of espionage is expected to be deported upon completion of his sentence. The case underscores the ongoing complexities in the relationship between Azerbaijan and France, where diplomatic, military, and intelligence considerations continue to intersect in the broader context of regional security and international alliances.
