The Association of Southeast Asian Nations (ASEAN) is convening its summit in Kuala Lumpur, Malaysia, as regional leaders focus on pressing security challenges, including the ongoing crisis in Myanmar and persistent border tensions between Thailand and Cambodia.

As the current chair of ASEAN, Malaysia is hosting more than thirty heads of state during the three-day gathering. Key topics on the agenda include evaluating peace initiatives for Myanmar and the negotiation of a formal peace agreement intended to ease hostilities between Thailand and Cambodia, two nations with a history of disputes along their shared frontier.

Thailand-Cambodia Border Dispute Remains a Challenge

Recent months have seen escalations along the Thai-Cambodian border, culminating in cross-border clashes that resulted in dozens of casualties and the displacement of hundreds of thousands of civilians. A ceasefire, brokered with the involvement of Malaysia, China, and the United States, was established to end the fighting. Despite this, sporadic incidents and mutual accusations have persisted, with Thailand alleging new landmine deployments and Cambodia attributing casualties to remnants from previous conflicts.

The summit is expected to witness the formalization of a peace accord between Thailand and Cambodia. Since the military ousted the elected government in 2021, Myanmar has experienced widespread unrest, with millions displaced and ongoing armed resistance against the ruling junta. While an interim civilian administration has signaled plans for general elections, international observers and rights organizations have expressed skepticism about the credibility of the proposed vote, citing security concerns and ongoing violence in many parts of the country.

ASEAN's Five-Point Consensus, agreed upon in 2021, remains only partially implemented. The plan calls for an end to violence, constructive dialogue, humanitarian assistance, and the appointment of a special envoy. However, progress has been slow, and divisions within ASEAN have complicated the bloc's response. Some member states advocate a more hands-on approach, while others maintain a policy of non-interference.

Malaysia has emphasized the urgency of prioritizing peace and humanitarian relief in Myanmar over electoral processes. The summit will deliberate on whether ASEAN should send observers to monitor Myanmar's upcoming elections, a move that has generated debate among members given the limitations imposed by ongoing conflict.

ASEAN Expansion Marked by Timor-Leste's Membership

Alongside discussions on regional peace, ASEAN is preparing to welcome Timor-Leste as its eleventh full member. The inclusion of Timor-Leste, which has sought membership since 2011, represents a significant milestone for ASEAN's growth and regional integration.
