After years of debate over the development of Munich's suburban rail network, the projects for a second train tunnel and another track to the airport via Ismaning were approved by the Bavarian Cabinet. A downtown tunnel and the expansion of the four-track line between Daglfing and Johanneskirchen would allow for the work of a new Airport Express. In addition, some minor improvements in the S-Bahn are planned. This will speed up the expansion of the four-track S4 line between Pasing and Eichenau and an extension of the track at Pasing train station.

The construction work will start in 2011. Preferred date for completion is 2018, in time for potentially hosting the Munich Winter Olympics. The total package cost is between 2.9 and 3.4 billion euros, but can be implemented in stages, according to the Transport Minster Martin Zeil (FDP). The Green parliamentary faction, criticized the plans of the State Government as totally unaffordable.
