Russia and US Resume Constructive Talks in Miami Aiming to End Ukraine Conflict
Representatives from the United States and Russia convened in Miami, Florida, to discuss potential pathways toward resolving the ongoing conflict in Ukraine. The delegations included Russian envoy Kirill Dmitriev and US negotiators Steve Witkoff and Jared Kushner. According to sources familiar with the discussions, the meetings were characterized as constructive, and both sides expressed intentions to continue negotiations over the following days.
The diplomatic efforts in Miami also involved planned participation from Ukrainian and European officials. Among those expected were Günter Sautter, foreign policy advisor to German Chancellor Friedrich Merz, as well as delegates from the United Kingdom and France. While meetings between German and Russian representatives were not on the agenda, discussions involving US, Ukrainian, and European participants were scheduled, reflecting a broad international effort to advance peace talks.
These recent talks in Florida followed earlier discussions between American officials and their Ukrainian and European counterparts. The Ukrainian leadership has voiced support for a US proposal to initiate trilateral talks involving the United States, Ukraine, and Russia. However, Ukrainian authorities have emphasized that progress hinges on further prisoner exchanges and the establishment of a framework for direct engagement at the highest political level.
Despite these diplomatic efforts, Russia has reiterated its refusal to hold direct negotiations with Ukrainian representatives at this stage. The United States has advocated for a trilateral meeting among the national security advisors of the US, Ukraine, and Russia, but Russian sources maintain that such direct engagement is off the table for now.
US Secretary of State Marco Rubio commented following the initial round of discussions, acknowledging progress but cautioning that a comprehensive agreement remains distant. Rubio highlighted the need for both parties to identify mutually acceptable terms and expressed hope for a potential resolution by the end of the year.
Russian President Vladimir Putin, meanwhile, has maintained a firm stance regarding the conditions necessary for ending hostilities. According to statements from Moscow, Russia's demands have remained unchanged since mid-2024, including Ukraine abandoning its aspirations to join NATO and withdrawing from four regions currently claimed by Russia. Ukraine, for its part, has consistently rejected any territorial concessions.
Intelligence assessments from the United States suggest that Russia continues to harbor ambitions concerning broader territorial control within Ukraine. Nevertheless, Ukrainian chief negotiator Rustem Umerov indicated that further collaborative steps with American partners have been agreed upon and that both sides intend to sustain diplomatic engagement in the near future.
